Last updated: October 2026. Prepared by the tax and corporate team of My Law Associates, led by Mr. Faisal Mehmood, FPA, with 17 years of experience in income tax, sales tax and corporate compliance.
It's late evening and a friend forwards you a message: "FBR date is over, non-filers will be fined." You haven't filed yet, and your heart sinks a little.
Here's the good news. You can file your income tax return after the deadline in Pakistan. The IRIS portal stays open, and FBR accepts late returns. But late filing has a cost. You may face a penalty, you drop off the Active Taxpayers List (ATL), and getting back on it needs an extra payment or step.
Before anything else, check the date. As of today, 28 October 2026, FBR's latest extension for Tax Year 2026 runs to 31 October 2026. If you file before that date ends, you are not late at all.
Can You File an Income Tax Return After the Deadline in Pakistan?
Yes. FBR accepts returns after the due date, including after an extended date has passed. You file the same way on IRIS, but you then deal with a late-filing penalty and an ATL surcharge to regain filer status.
FBR has confirmed this principle in its statement on filing after an extended period. It said late returns are allowed once the surcharge is paid as per law.
Quick answer table
| What you need | How long it takes | What you get |
|---|---|---|
| CNIC (or NTN for companies and AOPs), IRIS password, income details, bank and withholding certificates, asset and debt details | Filing can be done in one sitting if your documents are ready. The ATL is updated weekly after that. | A filed return, an acknowledgment slip, and a path back to the Active Taxpayers List |
What is the last date for filing the Tax Year 2026 return?
The current last date is 31 October 2026 for people whose date was earlier extended to 15 October. The legal due date is 30 September each year.
This year went in three steps. The original date was 30 September 2026. FBR moved it to 15 October under section 214A of the Income Tax Ordinance 2001. Section 214A is the part of the law that lets FBR extend a filing date. Then, on 15 October, FBR announced a second extension to 31 October 2026.
Tax Year 2026 covers income earned from 1 July 2025 to 30 June 2026. Companies may have a different due date based on their financial year, so check yours separately.
Has FBR extended the tax return deadline again?
Not beyond 31 October 2026, as of the date of this update. Always confirm on fbr.gov.pk or FBR's official social media before you rely on any extension.
On 30 September 2026, a fake extension circular spread on WhatsApp. FBR called it fake, and then issued a real extension a few hours later. That mix-up confused a lot of people. Our honest advice: treat every forwarded "extension" as unconfirmed until you see it on FBR's own website.
What Happens If You File Your Tax Return Late?
Three things can happen: you may owe a late-filing penalty, you leave the ATL until you pay a surcharge or give an undertaking, and you may owe extra charges on any unpaid tax. As a non-filer, you also pay higher withholding tax in the meantime.
The section 182 late-filing penalty
Section 182 of the Income Tax Ordinance 2001 sets a fine for filing after the due date. It grows for each day you are late, and the law sets a minimum and a maximum amount.
We won't quote an exact figure here, and there's a good reason. Different websites currently show different amounts, and some still show older rules. Please check the amount as per the latest FBR notification, or ask our team to work it out for your case.
The section 182A ATL surcharge
This is a separate fee you pay to get back on the Active Taxpayers List after filing late. Paying the penalty does not put you back on the ATL. Only the surcharge (or the undertaking, for individuals) does that.
Default surcharge on unpaid tax
If your return shows tax you still owe, section 205 adds a default surcharge. It works a bit like interest on a late bill. The longer the tax stays unpaid, the more it adds up.
Higher withholding tax as a non-filer
Withholding tax is tax taken at the moment you make certain transactions. Banks, property deals and vehicle registration are common examples. If you're not on the ATL, these taxes are charged at higher non-filer rates.
The three charges side by side
| Charge | Law | Why you pay it | Does it restore ATL status? |
|---|---|---|---|
| Late-filing penalty | Section 182 | For filing after the due date | No |
| ATL surcharge | Section 182A | To be added back to the Active Taxpayers List | Yes |
| Default surcharge | Section 205 | For tax paid after it was due | No |

How Much Is the ATL Surcharge in 2026?
The Finance Act 2026 raised the ATL surcharge sharply from 1 July 2026. According to reported figures on the new surcharge, it is now Rs 25,000 for individuals, Rs 50,000 for AOPs and Rs 100,000 for companies.
| Taxpayer type | Before 1 July 2026 (reported) | From 1 July 2026 (reported) | Undertaking option? |
|---|---|---|---|
| Individual | Rs 1,000 | Rs 25,000 | Yes |
| AOP (Association of Persons, such as a partnership firm) | Rs 10,000 | Rs 50,000 | No |
| Company | Rs 20,000 | Rs 100,000 | No |
These amounts come from published reports on the Finance Act. Please confirm the amount shown on IRIS when you generate your payment, or ask us to check it for you.
Can I avoid the Rs 25,000 surcharge?
Individuals can choose an alternative. Instead of paying, you can give the Commissioner an undertaking that you won't buy or acquire property, or any interest in property, for six months. This option is not open to AOPs or companies.
Is it a good idea? It depends on your plans. If you have no property deal coming up, it can make sense. If you're about to buy a plot or a flat, the undertaking will block you, and breaking it creates a new problem. Talk to us before you sign it.
Is there still a 'late filer' category in 2026?
Reports on the Finance Act 2026 say the separate late filer category ended on 1 July 2026. It had existed since 1 July 2024 as a middle tier between filers and non-filers.
Today it's simpler, but stricter. You're either on the ATL or you're not. A late filer gets back on the ATL only after filing the return and paying the surcharge, as the FBR rule on late returns describes.
How to File Your Income Tax Return Late on IRIS (Step by Step)
You file a late return on IRIS 2.0 the same way you file on time. Then you pay any penalty or tax due, settle the ATL surcharge or undertaking, and check your ATL status. IRIS is FBR's online filing portal, built and run by PRAL.
Step 1: Gather your documents first
Collect everything before you log in. A half-filled return saved in a rush is where most errors start.
- Salary certificate from your employer (for salaried people)
- Bank certificates showing profit and tax deducted
- Withholding tax certificates for mobile, electricity, vehicle and other deductions
- Details of property, vehicles, cash, loans and other assets for your wealth statement (a list of what you own and owe)
- Business income and expense records, for traders and freelancers
Step 2: Log in to IRIS 2.0
Individuals log in with their 13-digit CNIC (national identity card number) without dashes. Companies and AOPs use their 7-digit NTN (National Tax Number). If you don't have an NTN yet, register first through our NTN registration and filer services.
Step 3: Fill in the return and wealth statement
Open the Tax Year 2026 return form. Enter your income, tax already deducted, and your assets and debts. The wealth statement must match last year's closing position, so check last year's figures before you start.
Step 4: Generate a PSID and pay what you owe
A PSID (Payment Slip ID) is a code that IRIS creates so you can pay at a bank or online. Generate one for any tax due and any penalty. Many people file the return but never pay the PSID, which leaves the job unfinished.
Step 5: Pay the ATL surcharge or submit the undertaking
Generate a separate PSID for the section 182A surcharge and pay it. If you're an individual using the six-month property undertaking instead, submit that undertaking. Without one of these, you stay off the ATL even after filing.
Step 6: Save your proof and check the ATL
Download the acknowledgment slip and keep all payment receipts. Then check your name on the ATL after the next weekly update.
If your case has missing documents, mixed income sources or old years pending, our team can file for you. Our income tax return filing services cover salaried people, sole proprietors, AOPs, companies and NGOs.
How it works, in plain words
Picture the ATL as the guest list at a wedding hall. Filing on time puts your name on the list automatically. Filing late still gets you in the building, but your name is crossed off. The surcharge, or the undertaking, is how you get it written back in. The penalty is a separate fine for arriving late, and paying it doesn't touch the list.
How Long Until You Appear on the Active Taxpayers List?
FBR updates the ATL weekly. After you file and pay the surcharge, your name should appear in a following update, once FBR has processed your payment.
Our practical tip: hold off on large bank, property or vehicle transactions until your ATL status actually shows. A deal done a few days early can be taxed at non-filer rates, and that money is hard to get back.
What Should You Do If You Missed Several Years or Received an FBR Notice?
File the missing years as soon as you can, and reply to any notice on time. Waiting usually makes things harder, not easier.
Can I file returns for earlier tax years?
Yes, there's no permanent cutoff for filing past years. Each late year can carry its own penalty, though. Start with the most recent year if you need ATL status quickly, then work back.
What is a section 114(4) notice?
It's a notice from the tax office telling you to file a return you didn't file. If you ignore it, the officer can make a best-judgment assessment. That means FBR estimates your income on its own and sends you a tax bill based on that estimate. The law also lets FBR act against people who should be filing but are not on the ATL.
Don't panic, and don't ignore it either. Our team represents clients before field tax authorities, FBR and appellate forums. See our tax notice and representation services for help with replies.
Common Mistakes When Filing Late (and How to Fix Them)
Most late-filing problems we see come from rushing. Here are the ones that cost people the most.
| Mistake | What goes wrong | How to fix it |
|---|---|---|
| Filing but not paying the PSID | The return is incomplete and charges keep growing | Pay every PSID and keep the bank receipt |
| Paying the penalty and thinking you're back on the ATL | You stay off the list | Pay the section 182A surcharge or submit the undertaking |
| Wrong income or wealth figures entered in a hurry | Mismatches can lead to questions from FBR later | Check figures against certificates and last year's wealth statement |
| Trusting a forwarded extension message | You miss the real date | Confirm only on fbr.gov.pk |
| Assuming employer tax deduction makes you a filer | You're not on the ATL without a return | File your own return every year |
| Not saving IRIS error proof | Hard to explain a delay later | Take screenshots with date and time |
Pro tips from our team
- IRIS slowed down badly in September 2026. If you hit errors, screenshot them with the time showing. This record can help if a penalty needs to be challenged.
- Never share your IRIS password, CNIC details or OTP on WhatsApp with someone you don't know. We work on a privacy-first basis and use only authorised access.
- Check your ATL status yourself after the weekly update. Don't assume it went through.
Which Option Fits You?
Your first step depends on who you are. This table shows where to start.
| Taxpayer | ATL surcharge (reported) | Undertaking option? | What to do first |
|---|---|---|---|
| Salaried individual | Rs 25,000 | Yes | Get your salary certificate and file. Employer deduction alone doesn't make you a filer. |
| Freelancer, trader or other individual | Rs 25,000 | Yes | Sort business records first. Freelancers and IT firms can ask us about PSEB registration too. |
| AOP or partnership | Rs 50,000 | No | File the firm's return using its NTN, then pay the surcharge. |
| Private limited company | Rs 100,000 | No | Check your company's due date, as it may differ from individuals. |
| Overseas Pakistani | Rs 25,000 (as an individual) | Yes | File online through IRIS from abroad. We can handle non-resident filing. |
How to Avoid Missing the Deadline Next Year
Start early and don't plan around an extension. Extensions have come often, but they are never promised.
- By mid-August: collect salary certificates, bank certificates, withholding certificates, and property and vehicle details.
- By early September: file, before the portal gets crowded near 30 September.
- After filing: confirm your name on the ATL.

Frequently Asked Questions
Can I file my income tax return after the deadline in Pakistan?
Yes, you can. IRIS accepts late returns, but you may owe a section 182 penalty and must pay the ATL surcharge or give an undertaking to regain filer status.
What is the last date for filing the Tax Year 2026 return?
It is 31 October 2026, after two extensions. Confirm on fbr.gov.pk, since FBR announces any change there.
What is the penalty for filing a late tax return in Pakistan?
It's a daily penalty under section 182 with a set minimum and maximum. Check the amount as per the latest FBR notification, because many websites show older figures.
What is the ATL surcharge and how much is it for individuals, AOPs and companies?
It's a fee to rejoin the Active Taxpayers List after filing late. Reported amounts from 1 July 2026 are Rs 25,000 for individuals, Rs 50,000 for AOPs and Rs 100,000 for companies.
Can I avoid the Rs 25,000 surcharge?
Individuals can, by giving a six-month undertaking not to buy property. AOPs and companies don't have this option.
I'm salaried and my employer deducted tax. Do I still need to file?
Yes. Tax deduction by your employer doesn't put you on the ATL. Only filing your own return does.
How long does it take to appear on the ATL after filing?
Usually within a following weekly update, once your return and surcharge payment are processed.
Ready to Get Back on the ATL?
If you still have until 31 October 2026, file now and skip the late charges completely. If the date has passed, file anyway. The cost of waiting only grows.
